Bali proper?

i was watching never been kissed for the first time last night. random.
if you haven't seen it, it's about a reporter who goes back to high school undercover to write a piece about "today's youth" (the movie is from 1999).
overall, it wasn't that great, but there was one scene that made me laugh.
i even went online to get the script so that i don't misquote it.
it's when she goes to her first period class and is asked to introduce herself to the class.
this is what happens:

josie: my name is josie geller. i'm a high school student. i'm from. . . (at this point, an attractive guy walks in and she has a flashback to a guy she liked in high school). . . billy?
teacher: excuse me. you live in billy?
josie: b-bali. uh, billy bali. um, it's a suburb of bali proper.
teacher: bali! the island nation of bali! fascinating!

BAHA! so all in the matter of about 30 seconds, bali goes from being a large city to being its own country. the sad thing is that i wouldn't have even known any different had i not moved to indonesia.
